R: that makes no sense. What's the cost differential between issuing a voluntary evacuation order vs. a mandatory evacuation order? People who choose to live in hurricane prone areas need have sufficient resources to take care of themselves. Most people who have been through hurricanes before fully understand the consequences of staying. A voluntary order doesn't suggest it's safe to stay. Once again, people who choose to take the risk and lose need to pay the consequences.
