Tough situation -- how are you going to make people who can't afford $50/month basic liability policies pay $250/year (for three years) surcharges?

In my opinion a much better incentive would be to offer to waive all fines and penalties if the driver obtains liability coverage and maintains it continuously for three years. That way you can direct the very limited resources they do have towards actually getting insurance.
