It depends on the type of coverage one carries and the endorsements attached to said policy. If the loss was caused by flood, HO does not cover it. If the homeowner did not carry flood ins., n/c for a flood loss. If there was a wind exclusion, no coverage for hurricane damage. So, we need more details. The other point; there is absolutely no correlation between insurance reconstruction value and market value.

The Road Home program sounds like it was formed to aid those who did not carry coverage and lost everything.

I like many out there, do not agree in bailing out those who did not protect their asset in the first place.
