how can a man-made object be the cause of the flooding when in fact the city was built below sea-level? how can you think that the hurricane would have just run over the area w/o causing that massive damage? you look at what andrew did when it was above sea-level. i think you need to rethink about the thought that the feds/army corp of eng, to try to help save the community...
