The assessment on the private insurance market is still not acceptable if the TWIA runs out of money again. A single hurricane season with several bad storms could wipe out the fund again. It is my understanding that the new plan continues to assess the private carriers before the bonds begin to pay - why? The TWIA should be required to sustain the same ratios of reserves and/or reinsurance as the private insurance carriers. If so, there would probably be more carriers willing to insure coastal risks because the TWIA premiums would have to be more realistic.
