Companies will compete for business if there is a possibility of making a profit. A noncompetitive market is caused by restrictions imposed by regulators on insurance company underwriting and pricing. There are two ways to rectify this - government imposed price subsidies with command and control underwriting (more socialism), or letting markets work (more capitalism).
