DM, Clearly the answer to your question is NO, not as long as politicians have their hands in the mess. When a political nimrod decides to demand that companies do certain things at certain costs, you can't make money, without changing other things. Lets not forget that like all other for profit business ventures, the goal is profit, not excessive, just profit. If you can give me one example of where government regulation or interference has lowered prices on anything and still provided the same level of service or product, I will shut up. Cable service, public utilities, cell phones, insurance, vehicle manufacturers, and the list goes on. What happened when the airlines deregulated? PRICES WENT DOWN and competition worked. If it weren't for union problems the airlines would be healthy today. Its not hard to understand why the newer budget airlines have record profits and are not receiving subsidies from the government. Jet Blue, Southwest, Etc. Its called competition. If it was allowed to exist in Florida insurance, things would be different, and Citizens would not be the only option for alot of people.
