Gallagher does NOT support a plan where the pricing is set so that the whole nation cross-subsidizes each other. He recently announced opposition to Allstate's rate filing because it includes loadings for non-Florida catastrophes. Well, that is exactly what will happen if you throw all the states into one national plan.
