I can see a whole lot of benefit to the average Indiana,Midwestern or non coastal resident.

This is nothing more than a political ploy to keep Florida's rates lower than they actuarily need to be. It' much more politically palatable to gouge the rest of the country so that he does not have to address the fact his "approved rates" for the coastal areas are 200% to 400% under where they should be.

The difference in the mindset of the various states can't be better illustrated than on this issue. Whereas most of the US population would be too proud to ask for others to subsidize their luxuries the coastal florida residents have no problem in asking for me to pay their insurance premium. They elect people who have even less ethics and spine than they do.
