Here are my recommendations. PIP should be required for anyone that does not have Medical Insurance. PIP should only cover medical bills and nothing else. It should not cover pain and suffering, lost wages, attorney fee's or anything else. It should be used just like a health insurance card. This will prevent the massive amount of Law suits and fraud that Attorney's cause from PIP. If you want coverage for pain and suffering, lost wages, attoney's fee and above the $10,000 PIP for medical bills then you can purchase Bodily Injury which is optional. Of course you can always go after the at fault driver's Liability insurance to get the same things. This to me is fair and balanced.
