Here's an idea. Forget requiring a consumer to sign a hundred different disclosure forms. Just pass a law that states that "I didn't know it wasn't a covered loss" isn't a valid basis for a lawsuit or complaint.

Sure would solve the problem of finger-pointing and whining if the policyholder actually read their policy (I know - personal responsibility - what a shocking concept).
