I remember an election in Florida from long ago, where the insurance industry supported a sitting Insurance Commissioner's run for governor as a last ditch effort to get him out of his IC position. I even remember contributing to his campaign.

Of course, he didn't realize it, and so he ran his campaign as if he owed the industry something. Back then, however, there was no such thing as a Republican governor in FL, so he lost.

Maybe that's what we see here...
