The certificate was originally designed to verify coverage, who was covered, and to put the certificateholder in a position to be notified if the coverage ceased. It is now being used to solve contractual issues between contractors and subcontractors. The certholder name is now becoming a clause that looks like a mortgagee clause on a loan. I refuse to put any party on a certificate that is not ownership or employee of the certificateholder or is not even known (as in "its successors and/or assigns"). If there is a successor or an assign in the future, they can ask for a new certificate.
