Subject: Why they live apart?
Reading the article she was in the trunk of the car when it crashed durring a police chase. That could cause a nice bruse that would cause her to be unable to work.
As to who should take responsibility, I do see a legal quandry between who should pay, but I think we need to be open to the fact that this woman is in bad shape and needs help.
