Looks like the insured should pay the adjustor.
But then this saddles the insured with more bills at claim time.
Adjustors need to work for free. But then they'd be open to bribes. That's the way they do it in India, at least they used to. Insurance was a government thing. If you could bribe your adjustor you could get your car insurance claim settled in less than a year.
