Perjury is just another one of those law-word things and people don't want to be bothered with finding out what it means. Where's that Humpty Dumpty quote that words mean what I want them to mean at the time I use them?
It's no wonder why people get in trouble trying to read a contract. What are they doing with the money spent on public schools?
