You cannot compare what worked 50 years ago with today because there are relatively few people left that act responsively. Everyone is gimme gimme gimme which is why laws like this have to be passed. It is protecting the majority and like most laws, there will be some that will be negatively affected.
Does anyone remember the word indemnity, more importantly, what it means?
