The OIR has managed to surpress HO rates for years. Insureres can now show the increased direct costs related to reinsurance yet there is still adminstrative resistance.
The three choices you outlined are reality. For an admitied insurer supporting any meaningful kind of rating to continue to write in Florida is at best questionable in light of rate suppression and premium subsides from inland areas to the coast.
