How is the wind pool expected to get the Re-insurance it needs without the funding it was going to get from the full rate increase. Since other insurers are expected to pay the losses that come above and beyond the wind pool's money why not go ahead and assess all those companies from the start for the cost of re-insurance rather than take a chance and charge them for the loss?
