I'm not sure. I wonder if making the entire state a 'windpool' instead pf just the coast would be the answer. Let the personal insurers cover everything else and let Citizens Wind Pool cover the state. That way we have hurricane coverage, but other coverages would be more competitive and hopefully affordable.
