Fact: Poe was created in response to government incentives in the form of JUA take-out "bounties" created by the Legislature. That's 280,000+ happy customers courtesy of state government. Fact: The four largest carriers in Florida were not allowed to charge enough premium -- State Farm and Allstate had to recapitalize their pups after 2004 season, Citizens ran something like a $2.2 billion deficit over 2004-05, and Poe is dead and gone.
