I agree whole-heartedly with your take on this...I am no saint but I sincerely subscribe to the concept of adhering to the "spirit" of the law. The municipality is hiding behind the letter of the law and continues to harm one of its own constituents: SHAME on those "public" servants who continue to chose to not undo this wrong!
