I reread the article & all I can find as a reason to charge penalties against the sisters is that they did not return the documents as ordered by the judge. That they secretly copied the documents and took them to an attorney rather than notify their own employer to begin with smacks of criminal activity on it's own. State Farm has a lot of answering to do, indeed, but the way it was brought to light was a bit shaky, too.
