If we want lower rates we have to reduce the possibility of damage. Mitigation is the answer to lower rates. Nothing else will do it. Artificially reducing rates to make politicians popular only means even higher assessments in the future. I'm paying over $500 in assessments on my renewal policy, which means although I'm with a standard company, I'm subsidizing the inadequate rates charged by Citizen's in the past.

Why should their rates be kept artificially low at my expense?
