Temblor, you are absolutely right. Premiums should reflect the associated risk.
Apparently, some FL legislators are seeing the light and realizing the ramifications of their previous legislation. There was a good editorial in Friday's Wall Street Journal about the previous FL legislation and how the governor's "campaign to socialize Florida's insurance market has placed the Sunshine State one big hurricane away from financial disaster".
