Let see, the article states "The North Carolina Insurance Department said ... it disagrees with a trial lawyers' association report"

However the N.C. Academy of Trial Lawyers chief executive Dick Taylor said "he believed the Insurance Department's analysis agreed with the thrust of his group's report."

What part of "disagrees with the report" means "agrees with the thrust of the report?" These clowns disgust me.
