Stat Guy, good comments. You can't make people make smart decisions and we shouldn't have to make people buy limits they can't afford and especially don't need. If you drive a new SUV and you're worried about someone rean-ending you, then make sure you carry the limits you want. Doesn't matter what the minumum state limits are, my insurance needs are unique to my situation. Plus I can't count on the fact that the guy that hits me has paid his monthly bill. Alabama will find out that rates will rise and attorneys & chiropactors will reap the financial benefits.
