As an agent and consumer I believe the ins. co. need to charge rate adequacy. But in the years that there were no large hurricane losses, they returned all the surplus profits to their shareholders. Their shareholders should be made to "kick in" funds when needed to pay claims. The companys should be made to keep surplus funds for future catastrophe claims in reserve for when the inevitable happens, and it will happen, so that we, don't get hit with large premium increases or large assessments to help them pay claims.
