What kind of person would build anything that close to the banks of one of the largest, and notorious rivers for flooding? What kind of person disregards an evacuation order(albeit voluntary) and risks their personal safety? MORONS !
As for the two fatalities, it's unfortunate, but the flooding river wasn't responsible for their deaths. It was STUPIDITY AND CARELESSNESS !
Calloused? Not really. I just don't have much sympathy for people who fail to foresee a disaster an/or ingore the risks. Most of these people will simply re-build and wait for the next flood to threaten them. That's great as long as it isn't taxpayer dollars that bail them out.
