After reading the article regarding the findings of inadequate training and outdated equipment I went to the Charleston FD web site. There I found that it is rated Class 1 which is the best rating by ISO.

If the report states outdated equipment, then how could ISO give a rating of Class 1? I always thought that the ratings were based on water supply, manpower and EQIPMENT. Possibly ISO has some questions to answer.
