Last summer, the DOI used its magic crystal ball to create a quick estimate of what every insurance company in Florida should decrease their rates by (becuase of the so-called reinsurance savings). Each company was required to make an initial filing that was in line with their estimate, and then was asked to later "true-up" the filing with their own data. That is why Farm Bureau rates went down by so much last year.
