No, it's not connected to the starter. It's easily removed at any time should the participant chose to opt out and return the device. It's plugged into the same port a mechanic uses to check error codes at your dealership.

The device is able to tell when it's connected and when it's not. To qualify, the device has to be connected a certain percent of the time (something like 95% if memory serves).

You could go to a junk yard, buy a wrecked version of your car to park in your backyard and connect the device to that one while you're out drag racing at 4am after a couple drinks.
