If you're testing a new product in the market, do you put it in your biggest market segment where bad results could be disastrous to the whole organization?
Alabama is a middle-of-the-pack state in terms of population size (23rd according to the 2000 census) - large enough to get credible results, small enough to limit a potential negative impact.
There's also the issue of which regulator will let you introduce a new product with the least amount of difficulty. You'd have a rough time getting this through in Michigan, for example.
