Actually, the dems have been in control of the house since January 2007, which is quite a bit more than a year. I think the senate changed hands prior to that when one of the alleged Republican senators switched to independent, but decided to caucus with the dems.
Not that it really matters anymore who is in control. None of them really have any interest in controlling spending. There is no fiscal responsibility in any of those two branches of government and I'm sure it would be just as bad if the courts could spend our money as well.
