well, in the navy we have a safety standdown day. this would be beneficial for the coal company. everyone gets a paid day to just go over emergency procedures and safety issues. this would keep folks informed on new procedures and equipment that might be available. run emergency drills - like a collapse tunnel, where will folks muster, how will they communicate, using emergency equipment. this will help alleviate stress and make folks more attentative to how to handle situations.
