Individuals become so accustomed to a sweetheart deal (i.e. being subsidized or bankrolled by others) that they fail to even realize they are such a drain.
And then when changes have to be made and the sweetheart deal becomes a little less sweet the subsidized individual starts to complain about the decrease in the subsidy even though they are still unfairly benefiting at the expense of others. They don't even seem to realize they are receiving a subsidy let alone appreciate it.
In this type of situation, I cannot help but think of all those on the public dole who think liberal public policy is so great and just. However, I think they would view it differently if, for example, their welfare check was reduced or even elminated based on some arbitrary decision that someone else was worse off than them. We all know the outrage and horror they would express even though they had been bellying up to the public trough for years at the expense of others.
