Since property owners are not the only ones that use the beach, it seems that they are being unfairly penalized. There are many other ways to raise money on a fairer basis such as a 1/2 cent of gas, or even a 1/2 % added on income tax so that everyone who comes into the state to use the beaches in the summer months will support the upkeep .
