The beach plan is to insure property on the beach not damage or upkeep to the beach itself. As I can't afford to buy,or choose not to buy, property on the beach, why should I be forced to pay for property I will never use by higher gas or income taxes?

Unless the homeowners who live on the beach agree to let me stay with them a few days for free, your idea makes absolutely no sense at all.
