the concept of spreading the risk is a sound insurance concept, but it has to be spread among policies with similar exposures. you don't charge the same premium for an auto policy with a teenager with 3 accidents as you do for an adult with a clean driving record. you can't compare premiums for a house on the beach in Florida with a house in the suburbs of Boise. Floridians have to pay more because of their exposure, and politicians need to stop trying to get those people subsidized by non-hurricane property owners.
