You are right, Deep South. By the time a child is old enough to find paint chips and eat them, the stage of development of the brain is past the critical stage - however it would cause IQ drop at any age.
It is in-utero exposure that is the biggest concern,
where the mother's life's accumulation of lead leaches from her bones and impacts fetus.
Why eat paint chips? Because lead is sweet; that's why the Roman's used it to improve their bitter wine and why unregulated countries use it in candy and chocolate - cause its cheaper than sugar!
How much lead does it take to do permanent harm to an unborn/newborn baby? Equal amount to 3 granules of table sugar.
The paint companies swept this disaster under the rug. Look up Dutch Boy's claims about their lead paint and good health. They
disbanned to avoid liability when the truth was uncovered. Even the National Lead Company changed its name.
Lead is changing us - causing an epidemic of learning and behavior problems. Don't underestimate the damage lead does to you and your loved ones if you have not done your homework and become a lead-savvy consumer and taken the steps to lead-proof your home.
If any one wants a good resource on how-to and why-to, I wrote one. Get it out of the library. You don't even have to buy it! But please... get a copy and read it:

By the way... lead paint still on the walls and ceiling, becomes dust on furniture, which becomes airborn when dusted - vacuums with bags help make it airborn as well.

Older homes with children and pregnant women should never be renovated while they are living there.

On older homes, exterior paint has permanently contaminated yard and garden soil.
