I seem to remember that phrase attached to a new law here in CA that concerned cell phone use while driving. Your first ticket's fine for the "hands-free infraction" was something like $30, but when you got the citation in the mail, those "administrative fees and court costs" jacked the fine up into the stratosphere to the tune of $125 or so!

Go figure...
