I think Umpire has a great idea. I have a dog who is on the so called exclusion list. I can't even find someone to write a policy. My dog has no bite history but yet because he's a shepherd they won't write a policy. If you are required to have homeowner's insurance, then the insurance companies should be required to provide the insurance necessary.
