That is an opinion I agree with, completely. California law gives the Commissioner significant discretion in how closely he controls the market. Experience has always shown that allowing the market to set pricing has promoted competition and attracted new capital to that market. Conversely, creating uncertainty by discouraging price changes and repeatedly and publicly attacking the industry on all manner of issues will cause market stagnation and capital flight.
