This doesn't make any sense: "money available to individuals in the affected counties who either did not have flood insurance or whose damage exceeded the coverage in their policies."

As with the Katrina matters, this "relief" basically sends the message that you don't have to buy cat. coverage and/or enough coverage. Ridiculous! They only way people are going to learn how insurance is supposed to work is if the government stops bailing us out. If this trend continues our industry might as well not exist.
