The only thing thing that makes coverage more available and more affordable is premium caps. Not liability caps. California proved this.

This legislation is the first time in modern American insurance that the insureds and the claimants have gotten together to try and figure out a way to save money that the insurance industry hasn't had the guts or the will to pursue.

The goal of insurance is not to benefit the insurers. Insurer profits are incidental to the whole process of risk management. If the risks can be dealt with outside of the usual insurance claims process more efficiently, what's the problem?
