Bob, it's not about real insurance, it is more about Garamendi wanting to be a hero for getting certain people low cost insurance (in exchange for votes). Do you think people who buy this type of coverage even know what 5/10/3 is? Of course not, let alone they don't even care. The bottom line is, it will get Garamendi some votes for Governor from a block of voters who are uneducated about any government issue and Garamendi wants to keep it that way. Voters who know too much is not good for democrats.
