If you don't want a ticket, or the penalties associated with it, then obey the rules of the road.

Keeping insurers out of the mix will ultimately lead to higher rates for good drivers as the rates for drivers with adverse driving behavior will not accurately reflect their risk.

Also, what kind of administrative nightmare would 2 separate systems performing the same function pose?

Just some food for thought...
