I'm not surprised. Having had an encounter with Mr. Ruiz I can attest that he is not honorable. He influenced the handling of a bodily injury claim coercing the insurance company by suggesting that if more settlement money wasn't ponied up he would see to it that this insurance company would be fined $5K for each of their adjusters who did not hold NM adjuster's licenses. The claimant had never made a complaint to the NM DOI. I believe the claimant was related to one of the Insurance Division's District Commissioners. Ruiz would call at least twice a month inquiring about the status of this claim. NICB was supposidly investigating. The insurance company ponied up the money & look were Ruiz is now. A liaison, an Atty by the name of John Pound has knowledge - if he can recollect - about the incident. I believe the FBI should be called in to clean house in this State office.
