As California's appointed Workers' Comp. reform commissioner I must say that spanish speaking immigrants since 1986 amnesty have caused employer's insurance rates cost to soar, rampant bogus Workers' Comp. claims in all 50 states among immigrants and corrupt Attorney's has been responsible for most business failures.
