What the article does not tell you is that the rate change would probably INCREASE rates for 21st Centuries customers in most of state except for LA, SF and other large metro areas. Since zip code weighting is being reduced as a factor for determining rates, we can expect other carriers to follow this "rate neutral" filing. Most of us will be subsidizing the inner city customers. I cant weight for Garabundy to leave the office. If it were up to him, everyone would go to the DOI website to buy insurance and the insurers would all have similar rates and you could not purchase insurance from a broker because they were eliminated by the DOI. Arrgh
